RECORDED CRIME - OFFENDERS, 2013-14 - QUEENSLAND

TOTAL OFFENDERS

  • In 2013-14, there were 95,038 offenders in Queensland, which represented an increase of 10% (or 8,234 offenders) from 2012-13.
  • The (crude) offender rate increased by 8% from 2,173 in 2012-13 to 2,342 offenders per 100,000 persons aged 10 years and over in 2013-14.

SEX

Between 2012-13 and 2013-14:
  • The number of male offenders increased by 9% (or 5,850 offenders) to 72,816; and
  • The number of female offenders decreased by 12% (or 2,385 offenders) to 22,225.

AGE

Between 2012-13 and 2013-14:
  • The median age of offenders increased from 25 years to 26 years; and
  • The number of youth offenders increased by 2 offenders from 22,144 to 22,146.

AGE STANDARDISED OFFENDER RATES
  • In 2013-14, the age standardised offender rate for Aboriginal and Torres Strait Islander people was 9,368 offenders per 100,000 Aboriginal and Torres Strait Islander persons aged 10 years and over.
  • The age standardised offender rate for non-Indigenous people was 1,820 offenders per 100,000 non-Indigenous persons aged 10 years and over.

PRINCIPAL OFFENCE

In 2013-14, the five most common principal offences in Queensland were:
  • Illicit drug offences (23,221 offenders or 24% of the total)
  • Public order offences (19,699 offenders or 21% of the total);
  • Theft (12,381 offenders or 13% of the total);
  • Acts intended to cause injury (9,545 offenders or 10% of the total); and
  • Offences against justice (9,238 offenders or 10% of the total).
REPEAT OFFENDERS

In 2013-14, 30% of offenders were proceeded against on two or more separate occasions within the year.

POLICE PROCEEDINGS

In 2013-14 the total number of police proceedings increased by 12% (or 17,294 proceedings) from 2012-13.
  • Court actions increased by 13% (or 15,258 proceedings). Illicit drug offences was the most common offence proceeded against by court actions, accounting for 21% of all court actions (or 26,879 proceedings).
  • Non-court actions increased by 8% (or 2,036 proceedings). Public order offences was the most common offence proceeded against by non-court actions, accounting for 37% of all non-court actions (or 10,517 proceedings).

OTHER KEY POINTS

In 2013-14 Queensland had:
  • The second highest proportion of offenders proceeded against on five or more separate occasions (4.7% or 4,474 offenders) after the Northern Territory (4.9%, or 646 offenders);
  • The second highest proportion of offenders with a principal offence of Illicit drug offences (24% or 23,221 offenders), after South Australia (31%, or 15,219 offenders); and
  • Both the highest number of court actions (129,988 proceedings), and the most court actions as a proportion of total proceedings (82%).
